District Board Meetings will commonly be held every 2nd Monday the month at the Toledo Public Library, 174 NW 7th St., Toledo, OR 97391.

 February 10, 2025, in the Toledo Library meeting room at 6:00 p.m. there will be a public hearing for the review and adoption of a Construction Manager/General Contractor (CMGC) process

The meeting location is accessible to persons with disabilities. A request for an interpreter for the hearing impaired or for other accommodations for persons with disabilities should be made at least 48 hours before the meeting to GTPRD at 541-336-3181.

RETIRED Public Works Director for Lincoln County.

Occupational Background:

Roy worked at the Toledo Pool from 1978 to 1982; Road Maintenance Supervisor for 24 years.

Educational Background:

Roy graduated from Toledo High School in 1982; Graduated from Willamette University in 1986 with a Bachelor of Science degree in Environmental Science. As a lifelong resident of the Toledo area, I know the value of the Toledo Pool to the community; While growing up in Toledo, the Toledo pool was a place to play, to work and to compete; As a parent, the Toledo pool was a place f or my children to play and to learn how to swim; Later in life I want the Toledo Pool to be able to offer me an opportunity for exercise and physical rehabilitation; I would like these opportunities for the entire community of Toledo.

Peter Vince

Vice President

Peter Vince has started swimming competitively at age 7 and continued competing in youth swim meets, as a member of a high school team, and at the Master’s level. He taught swimming for many years and has coached competitive swimming at the youth and high school levels, including at Toledo High School. He has managed two different pools. Vince taught Language Arts, Spanish, and Media at Toledo High School for 28 years.

15 years of experience in High School teaching and youth coaching; 4 years administrative assistant at a public relations firm; 2 years running my own certified in-home daycare; 2 years on the board of directors for Abby’s Closet charity

Educational Background:

Bachelor’s Degree from University of Oregon and Masters in Education

I was raised in Toledo and enjoyed all of the benefits of growing up in a community with a pool. I learned to swim at the Toledo Pool, was on the swim team, and enjoyed many hours of play there. The pool was an important part of my growing up. I have recently moved back to Toledo to raise our three young daughters in my favorite town. They are learning to swim at Toledo Pool too. I appreciate the pool even more as a parent. I recognize that while I was learning and playing in the pool, Toledo citizens were supporting it. I want the chance to support and help guide this wonderful asset for the benefit of all. I want to make the pool more available and accessible by bringing the perspective of a young family with busy schedules and lots of energy.

Kay Chambers

I am a lifelong Toledo community member and have been involved with the swimming pool as a recreational and swimming lesson participant, summer swim team and high school swim team member, pool maintenance worker, swimming lesson teacher and lifeguard.The swimming pool provides lifesaving skills to our communities, provides recreation for our children and families, gives people a lifelong opportunity to maintain health and fitness, and contributes fantastically to the livability of our community. My goals on the Board are to expand access and programming for our community, ensuring that the pool’s hours are convenient, and programming is offered at times that work best for the families we serve.

As the Secretary at Toledo Jr/Sr High School for many years, I learned the intricacies of public budgeting. As a volunteer on the School’s Site Council, I learned the importance of ensuring that the community’s voice and priorities are incorporated into our government services.


Amanda Hockema

Human Resources at Lincoln County School District 

Occupational Background:
Amanda Hockema has worked in Human Resources at Lincoln County School District for a little over three years. Prior to that, she worked as a
Chief Operating Officer for multiple Corporations for a total of 15 years.

Educational Background:
Amanda graduated from Toledo High School in 1998, and is currently enrolled at Oregon Coast Community College to finish up her degree in
Administration. She has been a long-time resident of Toledo and enjoyed the swimming pool recreational activities throughout her school years. She feels it was always a great great place to meet up with friends and enjoy the rec swim time and/or have birthday parties. She used the pool for lap swim exercise as an adult as it was lower impact and a great workout. Her son has also been raised in Toledo, and took his first swimming lessons at the Toledo Pool. He was fortunate to have Mindy Baxter as his swim coach and he always enjoyed his
lessons. After he became a swimmer, he too, enjoyed the Rec time at the pool. Amanda feels that the Toledo Pool has been an essential part of our community and would like to see the pool continue to be an enjoyable resource whether that is for exercise, family time, social, or learning how to swim for generations to come.
